Ideally you should do an inspection 4 times - (1) before the tenant has moved in, (2) after the tenant has moved in, (3) before the tenant has moved out, and (4) after the tenant has moved out. If the tenant stays in the rental unit for multiple years, it's also a good idea to do an annual inspection.
